As for the best time to see of cosmos,
a kind will usually become during October generally.
Although there is also a place which is in bloom in September,
for calling it best time to see still more, I feel that it is somewhat early.
The feature of cosmos also has a very long flower season by there being also a place
which serves as best time to see till May - around October,
when it is merely a flower garden of a cosmos speciality etc.,
and changing a kind from early bloom to a late flower.
